The OPTIMUM² approach is supported by 5 pillars:
Pillar 1. Putting the traveller centre stage The traveller's needs and wishes provide the basis for the solutions that the OPTIMUM² partners will work out in detail. Together with travellers, the partners will invent, develop and implement (supporting) measures.
Pillar 2. Developing marketing activities Mobility management's success can be enhanced if mobility is steered by influencing supply and demand. Marketing activities will be undertaken to do the influencing. Charging a parking fee near hospitals is one example, off-peak cards for public transportation is another. In these cases, marketing will address the motorist as a possible future user of public transportation or carpools.
Pillar 3. Good travel information and communication Tailored information is an essential condition for motorists when it comes to choosing a form of transportation other than the car. OPTIMUM² is developing systems that will provide travellers with the latest news and with itineraries and alternatives for their journey.

Pillar 4. Mobility management as a permanent factor in plan making Mobility management will be one of the considerations in the first stages of the development of urban plans and transportation solutions. This will increase the chance of success for mobility management. Think of town council's urban planning or companies' relocation plans as examples.
Pillar 5. Extra incentives At present, there are no means of forcing an organisation to implement mobility management. OPTIMUM² is developing a set of incentives to stimulate the use of mobility management. One way is to include mobility management as a condition in contracts with project developers.
This 5-pillar approach will lead to fewer cars in traffic, improved accessibility of urban areas and a better environment to live in. Ultimately - through a yet to be developed international network - the OPTIMUM² approach will be spread to all urbanised areas in North-West Europe.
