Profile and Problem Essex Rivers Healthcare NHS Trust was created on 1 April 1992 and is an acute hospital trust comprising Colchester General Hospital (GCH), located in a residential area, and Essex County Hospital, located in the town centre. The trust is working on a multi-million pound plan that will include closing Essex County Hospital and transferring its services to the Colchester General Hospital site. The Hospital is situated outside Colchester town centre in a residential area with limited parking facilities and is one of the largest employers in the area. Centralisation of acute services from the town centre to CGH will further exasperate the management of mobility already experienced by those travelling to the hospital. Currently, when the car park is full staff, patients and visitors park in the streets, on grass verges etc., leading to numerous complaints from the residents living in the area. It is anticipated that, as centralisation occurs, the increase in size will lead to a higher trip frequency, the majority of which will come from cars. This in turn will lead to a rise in congestion, noise, pollution and loss of amenities for nearby residents.
